¶ CDM & ATFCM Operations

Effective departure management is essential to maintaining a safe, orderly, and efficient flow of traffic. This guide explains the principles of Airport Collaborative Decision Making (A-CDM) and Air Traffic Flow and Capacity Management (ATFCM), together with the procedures applicable at both A-CDM and non-A-CDM airports.
The guide is divided into four main sections:
- A-CDM Concept — introduces the key principles and phases involved in collaborative airport operations.
- ATFCM Concept — explains how traffic demand and network capacity are managed, including the allocation and use of CTOTs.
- Operations at A-CDM Airports — provides the procedures to be followed when managing departures at airports operating under A-CDM.
- Operations at Non-A-CDM Airports — outlines the applicable departure procedures at airports not operating under A-CDM, including the management of flights subject to ATFCM measures.
